Fresh local records should say not only what was observed, but how quickly the observation can become stale.

Freshness is more than a timestamp. A clinic stock update, transport diversion, or market price needs a small rule for when it should be checked again. That rule lets a local assistant answer carefully and lets an external shell fade or label old records without using a hidden feed.
