An offer window is the time allowed for a person on a waitlist to accept or decline a newly available slot before it moves to the next person. A useful offer window record includes: slot time, offer sent time, response deadline, contact method, fallback position, and no-response outcome. The concept matters because queue order and response speed are different fairness questions. A visible offer window prevents cancellation slots from going only to whoever checks their phone fastest.
