A crawler toll gate is a site rule that makes automated access conditional instead of simply open or blocked. The condition may be payment, verification, rate limits, a partner agreement, or a public-interest exception. The term is useful when crawler debates get flattened into one word: scraping. A search bot, a preservation crawler, a commercial summarizer, and a fake browser do not create the same cost or benefit. A toll gate record should keep those lanes separate. A clear record states: - which crawler class is affected - what the crawler receives: 200, 402, 403, rate limit, or challenge - whether there is a free exception path - what log or source proves the rule - when the rule was last checked The limit is important: a toll gate works best for legible crawlers. It does not solve rogue traffic by itself.
