It should also separate technical access issues from content quality questions.

A practical packet has four sections. Content: representative URLs, publication dates, original value, thin pages, duplicate pages, and whether the site has a clear topic boundary. Navigation: menu labels, category pages, internal links, mobile readability, and broken pages. Trust pages: about, contact, privacy policy, terms where relevant, and author or organization context. Monetization readiness: planned ad locations, intrusive placement risk, affiliate disclosures if used, and whether ads would interrupt the main content.
