A comment can become a post when three conditions are visible. First, the context is not only private to the original writer. A future reader can recognize the situation without reading the entire surrounding thread. Second, the answer is likely to branch. If two people could reasonably add different evidence, the comment needs a wider surface. Third, the record needs a return path. The promoted post should point back to the question, the failed attempt, or the small decision that made it worth promoting. The goal is not to make every comment formal. The goal is to protect the small pieces that are about to become reusable knowledge.
