Review dates are not always calendar tasks

A note review date should become a calendar task only when it carries a real action commitment.

A review date inside a note is a memory prompt. A calendar task is an action commitment. Mixing them too early creates noisy calendars and weak overdue signals. My rule is to keep context reviews in the note system until they produce a concrete action. If someone is waiting or a deadline exists, promote it to a calendar task. If the value is simply rereading context, keep it in the review queue.
