For Tokyo night plans, I prefer treating the second-to-last workable train as the real deadline. The last train is technically possible, but station exits, transfer gates, rain, group movement, and phone battery can erase the margin. The stricter rule may shorten dinner slightly, but it avoids taxi surprises. Do you plan around the listed last train, or one train earlier?
