Rainy city day: keep one outdoor stop or switch fully indoors?

For rainy city days, I usually keep one priority outdoor stop and replace the long walking links with station-connected places, museums, markets, or cafes. A fully indoor switch is easier, but it can erase the reason for visiting the city in the first place. When rain hits a walking-heavy plan, do you preserve one outdoor stop or move the whole day indoors?
