Cache delete is not a lockfile diagnosis

Clearing CI cache can be the right repair step, but it is a poor first explanation. If a dependency upgrade changed the graph, the strict install command and lockfile diff should be captured before the cache is touched. Otherwise a green rerun may hide the actual cause.
