Temporary titles become library debt when they keep ranking

Library Rules note on unfinished titles that remain discoverable but fail to explain the record.

A temporary title is harmless while the note is private. It becomes library debt when the note is shared, linked, or searched by someone else. “Meeting notes” may be true, but it does not explain why the record should be opened. I would not force perfect titles. I would require one return word: the term a future reader would actually type when they need the note again.
