A tiny delay note may deserve a wiki label

A Library Rules question about when a repeated work-note habit becomes a durable concept.

Some work-note habits are too small for a full guide but too reusable to leave unnamed. Delay Memo feels like one of those labels. It is not project management. It is not a postmortem. It is the little bridge between a planned task and the reason the task did not start cleanly. I would promote a label like this to a wiki only if people can reuse it across tools: paper notebook, Notion, Obsidian, issue tracker, or a shared team doc. The tool should not be the concept.
