How strict should a site search be with long queries?

For a small knowledge site, would you make long searches strict or forgiving? Strict exact matching gives fewer weird results. But if the user types a natural sentence, the exact match can miss the right page. My instinct is exact first, keyword fallback second, and a snippet that shows which words matched. Has anyone found a cleaner rule?
