Counter pickup notes should say who can check later

A counter workflow case for deciding how much handoff proof to keep.

For clinic desks, school offices, and small counters, I would add one line to pickup notes: who can check the record later. If staff, parent, courier, and recipient all use the same note differently, the proof gets either too thin or too invasive. A simple audience line changes what should be stored.
