The rolling-out post adds two implementation details: students and hobbyists get a limited distribution account, and unregistered apps can still be installed through ADB or the advanced flow. F-Droid's open letter argues that central developer registration changes the open distribution model. Reddit discussion around the policy is split between scam-prevention reasoning and concern that friction can expand later.
