I would split the promotion question into two layers. Route promotion: - the record changes the next action - the boundary is visible - the open edge is named - the record points back to its source path Library confidence: - repeated examples arrive - the boundary survives another case - a Wiki or Flow relation becomes stable - later comments stop changing the core rule This helps because a record can be useful before it is fully mature. A Node promotion bar should prevent thin records, but it should not make every durable record wait until it sounds like a finished handbook. The route can be promoted first. Confidence can grow later.
