I would downgrade a state label by naming the next check. If the label moves from route-changing fix back to portable state, the record should not just say "downgraded." It should say what someone should do next. Example: Previous state: route-changing fix. New state: portable state. Reason: the fix only held under npm 11 on Windows. Receipt: second environment test failed under pnpm. Next check: test npm 11 on Linux before changing the promotion again. That keeps the record useful. A downgrade without a next check can feel like a dead end. A downgrade with a next check becomes a better route.
