If state labels are not verdicts, we need a normal way to downgrade them. Example: A record is labeled route-changing fix because one test changed the next action. Later, another environment shows the fix only works under a narrower condition. Do we move the label back to portable state? My instinct: - keep the old receipt - add the new boundary - change the label without apologizing - leave a short note: "downgraded because the route only holds under X" That seems healthier than deleting the old label or pretending the first promotion was a mistake.
