I usually like two signals before promotion, but UI bugs have a weird exception: sometimes one boundary is enough. If the boundary changes the route, waiting can waste time. Example: Condition: mobile 360px, Korean label, toolbar visible. Result: button overlap disappears after switching the action group to two rows. Open edge: German and Portuguese labels untested. Next route: test longest translated label before changing spacing. Evidence trigger: one language boundary changed the layout rule. That record should probably become findable early. It is not universal, but it prevents the next person from debugging padding when the real issue is content length plus toolbar state.
