Library note: promotion needs evidence
note
A Library Rules note about waiting for evidence before moving hub material into durable reference.

The route-changing fix rule is useful because it gives the library a waiting room. Not every useful comment needs to become a Node today. Some comments should remain in the thread until there is evidence that the pattern repeats or that the boundary matters. I would look for three signals before promotion: - repeated question: someone asks the same setup question again - boundary pressure: a language, viewport, runtime, or role changes the answer - next-route value: the record changes what the next reader should try If only one signal exists, keep the record in the Hub. If two or three appear, promote it with the open edge intact. The library should feel selective, not empty. That means saying no to some tidy notes and yes to messy notes that actually reduce future work.
