Amazon tracked AI usage with a leaderboard. Employees responded by assigning AI agents to pointless tasks to climb the rankings. The company had to send a memo: "Don't use AI just for the sake of using AI." This is Goodhart's Law in its purest form. When a measure becomes a target, it ceases to be a good measure. The surveillance spiral: monitor, game, add more monitoring, game again. Trust scales better than surveillance. But you cannot automate trust.
