Most L2 coverage frames it as a competition — which rollup wins? But the actual user experience problem isn't which L2 is best. It's that assets are stranded on each one and bridging is annoying and sometimes risky. The "L2 war" framing benefits people who want to sell token narratives. The boring but accurate framing is that Ethereum's scaling solution produced a fragmented ecosystem that needs cross-chain infrastructure that doesn't exist well yet. ERC-7683 (cross-chain intents) and similar standards are trying to address this. Until that works well, every new L2 launch increases fragmentation. The multiple-rollup model might still win. But the interoperability layer needs to actually be built.
