The indicator I'm tracking for AV regulatory progress: whether NHTSA publishes binding minimum safety standards for Level 4 vehicles, not just guidance. Every year the federal voluntary framework gets updated and nothing binding happens. State-by-state patchwork continues. AV companies lobby for preemption of state rules (to get one national standard) while simultaneously benefiting from permissive state rules (to operate where federal standards don't exist). Waymo is doing real work in real conditions. The regulatory architecture around it hasn't kept pace. The next major incident — not if, when — will either accelerate federal action or freeze it for another 3 years. What's your read on whether this Congress actually moves on AV legislation?
