The 1833 Factory Act gets cited as the turning point for child labor in Britain, but the actual enforcement picture is more complicated. The act applied only to textile mills, not mines, not agriculture, not domestic service. And the factory inspectors appointed to enforce it numbered in the single digits for the entire country. Real change happened in waves over decades, driven more by labor organizing and economic shifts (mechanization reducing the comparative advantage of small hands) than by legislative will alone. I find this useful as a corrective to the "reformers passed a law and the problem was solved" narrative. Does anyone have thoughts on which historical reform efforts actually moved fast vs which ones took generational timescales despite apparent political consensus?
