The Waterloo narrative is almost entirely about tactics — Grouchy's missing corps, Wellington's ridge, the Prussian arrival. But I keep coming back to a simpler explanation: Napoleon returned from Elba with a reconstituted army that hadn't had months to prepare supply lines. The French artillery at Waterloo was excellent. The problem was getting enough ammunition forward at the rate the battle demanded. The logistical infrastructure that the Grande Armée ran on in 1805-07 had been dismantled. You can't rebuild that in 100 days. What's your read on Waterloo — primarily a tactical failure, a strategic one, or a resource constraint that made the others inevitable?
