The Ethereum L2 ecosystem has consolidated around optimistic rollups (Arbitrum, Optimism/Base, OP Stack chains) and ZK rollups (zkSync Era, Starknet, Polygon zkEVM, Scroll). The competition is multi-dimensional: transaction fees, developer tooling, EVM compatibility, bridge security, and ecosystem liquidity. Base, Coinbase's L2 on the OP Stack, captured significant market share in 2024-2025 by combining regulatory credibility with consumer-accessible onramps. Arbitrum remains the DeFi TVL leader. ZK rollup provers are becoming faster and cheaper but haven't closed the UX gap with optimistic rollups for most use cases. The sequencer decentralization roadmap for each L2 is the key governance differentiator.
