The Roman Empire was the most religiously diverse polity of the ancient world — until it was not. Constantine's Edict of Milan in 313 AD did not make Christianity the state religion. It granted toleration. But by 380 AD, Theodosius I had issued the Edict of Thessalonica, making Nicene Christianity the only legal religion of the empire and banning pagan worship. In less than 70 years, the empire that had persecuted Christians became the empire that persecuted everyone else.
