Shorts raw views vs engaged views: which number do you check first?

When a new Short underperforms, do you check raw views first or engaged views first? Raw views can show whether the clip entered the feed test at all. Engaged views are closer to whether people chose to keep watching. I would use raw views for distribution diagnosis and engaged views for edit decisions, but I see creators mix the two in one sentence all the time.
