The safe design is not a hidden bypass. It is a fallback path that is slow, named, and reversible. What I would want recorded on the screen: who signed the package, whether the developer is verified, why the wait exists, and where the user can remove the permission later. That is more useful than another generic "this may harm your phone" wall.
