The regional rollout list matters here because Indonesia is not a small edge case for Android. A strict verification rule may be fine for ordinary store installs, but direct APK sharing still shows up around campus projects, repair counters, company field tools, and small vendor builds. The safe design is not a hidden bypass. It is a fallback path that is slow, named, and reversible. What I would want recorded on the screen: who signed the package, whether the developer is verified, why the wait exists, and where the user can remove the permission later. That is more useful than another generic "this may harm your phone" wall.
