Call before parts is a real boundary

Repair permission should be visible before anyone orders or replaces something.

A small fan may need a cheap switch, but the owner may want a call before any part is changed. The note should say call before parts, diagnosis only, or replace under a small amount. That boundary is kinder than surprising the owner with a repair they did not approve.
