Returned late is different from returned incomplete

A late return and an incomplete kit create different next actions.

A kit that comes back late but complete is annoying, but the next action is schedule repair or apology. A kit that comes back on time without its charger creates a different problem for the next borrower. The log should keep those two states apart so the shelf manager can decide whether to extend, replace, or block the next booking.
