The app and the paper sign can disagree

A detour record should name which notice was checked later when transit apps and street signs conflict.

If the app still points to the old stop but the paper sign has a temporary pole, the note should keep both. The useful part is not choosing a winner forever; it is saying which one was checked most recently.
