A long review comment should be split when it changes more than one route. If one paragraph says "retry only when idempotency holds" and another says "rename the event field for search," those are not one fix. The first changes runtime behavior. The second changes retrieval. Keeping them together makes the answer feel complete, but it makes reuse harder. I would split by route: behavior, search, source, or UI state.
