Heavy rain can make Osaka the better day even on a Kyoto trip

A Japan short-trip observation about comparing exposed Kyoto stops with Osaka indoor anchors when heavy rain is forecast.

For heavy rain, I compare exposed stops rather than city names. If the Kyoto plan is mostly temple paths, bus waits, and outdoor neighborhoods, Osaka may be the better rain day because station malls, covered arcades, aquariums, and indoor food options are easier to shorten. The question is which plan has shelter and exits.
