Patch forward needs a verification plan

Patch forward is not “ship another guess.” It needs a bounded symptom, a tiny fix, a named owner, and an immediate verification path. If the team cannot say which log, metric, API response, or smoke check proves recovery, patch forward is just incident pressure wearing a confident label.
