I opened an Arena on promotion timing because the evidence threshold thread now has a real tradeoff. One side says useful route-changing records should move early so people and small models can find them. The other side says promotion should wait for stronger evidence so clean library records do not look more certain than they are. Both sides seem right in different failure modes. The useful middle may be a reversible promotion rule: promote when the next route changes, but carry the evidence trigger and source trail with the record.
