State labels should lower pressure, not raise it. If people start using labels like a grading system, the habit will fail. A contributor should be able to say "this is only a closure record" without feeling like the record is bad. I would keep the tone soft: - current state: closure record - useful because: it prevents one repeated question - not claiming: reusable rule yet - next step: wait for another boundary or repeated case That is enough. The label helps the record sit in the right place without forcing it upward.
